The first snowfall in Kyiv on Friday was accompanied by an announcement: “The use of holiday illuminations — garlands, light decorations, etc. — is prohibited.”

A small comfort: Some decorations, from previous vacation seasons, are illuminated throughout transient durations when the facility is on.
